Martin kovář graduated from the Faculty of Physical Education and Sport of Charles University, Prague. He continued his studies in a postgraduate programme at the said university. In the years 2004 – 2005, he was a member of the supervisory board of Český Telecom and Eurotel Praha, spol. s r.o. He was in charge of the strategic partners committee of the Internet to Schools government project. He was prime minister’s advisor for ICT and sports. On behalf of the Czech party, he was the head of the Czech-British MOLSA Community Planning government project. In the years 1997 – 2004, he was an advisor for non-profit sector to the Minister of Labour and Social Affairs. In the years 1996 – 2001, he led a project entitled computers against Barriers run by Nadace Charty 77 foundation and Microsoft. In Nadace Charty 77 foundation, he was also in charge of other projects benefiting children like With Internet to France, or children web portal called “Majáky.” He was a member of the Government Committee for ZPO and of the board of the Konto Bariéry project run by Nadace Charty 77. He worked as an external reporter for a Czech TV magazine Klíč. Since 2000 he has been a Czech Radio (ČRo1) external reporter. In the past Martin was a co-owner of a private grammar school, and was a headmaster and biology teacher for six years.

Martin Kovář actively engages in sports activities; he represented the Czech Republic in swimming (for example at the Paralympic Games in Atlanta, Sydney, Athens) and holds several world swimming records. His favourite hobby is fishing.
